F700 hard brake pedal

Subject: F700 hard brake pedal

I rebuilt the brake cylinders (all 4 ) on my 85 F700 dumptruck. bled the parking brakes and then the main brake sys. i used a reverse bleeder, and pumped fluid in through the bleeders screws, starting at the farthest from the master cyl. when i tried the brakes, the pedal was hard as a rock, i had no brakes. since then, i replaced the hydro-max brake booster, and the master cyl. that helped a little, but pedal is still hard as a rock, and essentially no brakes. any ideas as to why the pedal is still too hard?
