Subject: Fixing or using old concrete slabs

I'm not sure if this is the right forum but it seems some of you do lots of your own concrete work. I've got a 35 year old bin foundation that is crumlbing and flaking on the outer part. in places its actually back to the bin. under the floor the surface is still flat and intact. I'm wondering if we can just put a form around the outside of it and pour a new 'ring' around it, we will drill into the old foundation and drive rebar in to bond the two together?

I'm also considering putting bins on an old slab where a building once stood, can I just pour a 4-6" pad on the existing slab? It would sure save lots of prep and would be really easy to keep clean around the loadouts.
