Information in this area seems to be pretty hit or miss and it seems like it changes often. I trust my local guys, but it would be hard for any single person to keep it all straight. So I like to verify everything I can when they tell me that the quote covers everything it should take.
Would you happen to have a price for that 1 time cost and part number if available?
