| Those corporate capitalist raiders you speak of are the type of people I was referring to that lobby for and manipulate societal mechanisms, like immigration of cheap labour, to be able to take advantage of them and keep more of the profits for themselves. The immigrants are not scapegoats. They are the symptom of what you are talking about. They are part of the problem.
Lots of people like the altruistic appearance by supporting immigration but as you would say it, that is what the wealthy want you to think. The reality of the situation is the wealthy are just using them for cheap labour and they need citizens to be compliant. And there is no better way than activating the “feel good” desire in the susceptible folk.
