The author, John Rubino, according to a google search is an American who worked on Wall Street.

The fact that he keeps calling fertilizer, fertiliser in his fear piece screams not credible. Also, evidently he is the creator of a website of DollarCollapse.com. So surely there is no ulterior agenda!
