Kind of an odd thing about the project was they weren't allowed to pay for ROW and they could not use eminent domain either. Many landowners refused them ROW, so they put the line in roadway ditches. I can't imagine anyone shooting themselves in the foot by giving the project a hard time but it was quite common. |
