| You are reading things into what I wrote that are not there. Perhaps a simple way to explain it is that every situation is different, but the “experts” that get the loudest voices tend to treat these types of issues with one size fits all solutions.
Real world issues like you describe are often known will be the result beforehand but the voices of those who know are drowned out by giving the loudest voice to someone who either doesn’t understand the situation or has a different agenda. As a result projects that shouldn’t happen either drain an underground reservoir too much or projects that should have been built are prevented from being built. Often even the locals with no official expertise have it figured out correctly but are powerless to stop it. Education does not always equal intelligence nor intelligent choices. The same can be said for people in positions of power. In today’s world it can not be assumed that they actually know what they are talking about.
Edit to add: I just reread what I wrote earlier and I can see why you responded like you did. I didn’t explain it very well. I hope this post corrects that.
