North Central US | Here anymore land changes through the ways you say you don't like. The BTOs buy out or rent out from under someone else and then act dumb on why half the neighbors don't want to deal with them after they screwed over some old widow lady who's going in the home.
Very, very, rarely a landowner will approach a renter.
