A bc is just a piece of paper. Its legitimacy is dependent on the organization that created it. Is that the county? state? Is it the feds?
Again the goal of adding the bc to prove citizenship for voting.

If you had the job of building a robust system to prove citizenship, and you had people who are likely citizens, some very old what would you use that does not overwhelmingly burden the people you serve but provides documentation that can be checked for validity?It is estimated 20 million people of voting age will have difficulties producing a BC. Yet, that is exactly what is being mandated.

This is the good work at hand. The days of trusting your neighbor to tell the truth are over. We are leaning into providing more documents to ensure the right to vote is properly given.

The issue raised helps explain why we are just now thinking about using a BC to help document citizenship compared to 75-50 years ago. There most likely other issues that come out of the woodwork where someone with a BC is challenged by the one of 50 different systems created by each state.
