Eastern NE KS | This is a bit of 'what if' thinking. However. I don't think I was too far afield because the whole point of the birth certificate is to validate citizenship for voting.
You could ask yourself what is the purpose of noting the county at birth on all Birth Certificates? Maybe you understand this line of speculation and anticipation by the OP?
