Later they stated that in addition to raising the price they also need their borrowing limit raised above the current $15 billion limit.

They state in Europe it costs $2 to $3 to mail the same.
However they don't state how little their systems are used, how some systems are the only systems, how increasing prices will impact usage, or how there are competitors here.
