North Central US		Chisel it one way then again perpendicular. Sink the chisel plow in as deep as possible.

Then disk square one time then again at 45°.

Do it all the same year. Do not spread out the steps. You will regret it. A LOT.

Or just plow it, chisel it, and be done with it. Maybe disk it as well. Treat it like the sodbusters did. It will be hard, it will come up with big lumps, both of sod and dirt.

Disking alone will not be enough. No it will not soften over the winter, spring, summer, or fall, nor will any amount of rain.

If your CRP is like the CRP here it is miserably rough and is being taken out because it isn't worth haying anymore. Here direct seeding into it yields extremely poorly. Next time we take something out of hay or CRP the Melroe plow is going out there and hopefully it doesn't take 4 passes to get it nice then.
