That is a summary statement that maybe doesn’t fully catch the complexity of the situation, but the Great Plains have plenty of risk and it shows in the premiums paid vs payments received especially at the climate extremes north and south, and peanuts, rice, and cotton growers have been taking it on the chin for a while and are only economically viable due to large direct payments.  I don’t think this is particularly news to anyone.  The wisdom of those policies are continually up for debate but for what, 30 years now congress has generally stuck with a similar general plan.
