Do you have a water master or ditch rider that schedules water delivery for your district?
Are your fields leveled and set on grade for flood irrigation?
I also would not recommend SDI in your situation. You are right to be concerned about damage from digging critters. A homeowner association is not going to control those pests well enough to protect an investment in SDI. It is also most definitely not maintenance free.
I’m going to suggest a different system, entirely based on these factors-
1. This isn’t a farm and you don’t have farm priorities
2. You may want inefficient water application to recharge groundwater
3. Install cost is a factor but not the most limiting one.
4. Having the least amount of human input to operate is imperative
