Your rates are cheap enough when you figure the truck and tools you have to get the work done. I feel the first 15 minute thing is complicated. Either just bill from when you leave home or daily trip fee plus x dollar an hour. Also let the jobs stack up a bit cause your “busy” and do them 2-3 days a week. Might take a little bit to “train” your customer. Sound like you do enough work for this customer to have a talk about whats fair.
