Best thing that ever happened to lessen city smog is updated buses, delivery trucks that have something besides a 2 stroke Detroit in them. I like L10 Cummins but they could smoke bad especially when cold.
Our oldest son was in China on business. Smog there is worse than any USA city.

Delete services wouldn't be in such high demand if the pollution controls were reliable. Most modern diesels (except pickups) don't get deleted if they are running good. I would guess a diesel engine built in the last 10 years runs very clean without egr and def.

There are different types of pollutants...2 stroke Detroits and old PT pump equipped Cummins you only SAW the Particulate matter...black smoke.

But, a Diesel engine TUNED for fuel economy makes for more NOX emissions that one belching black smoke. Climate activists cry and scream about the black smoke, but those doing actual science know that the NOX and other gasses you can't see are what really needs addressed.

The PM (Particulate matter) was important in making diesels cleaner AND more acceptable to the public...that and HPCR injection with pilot injection to quiet the diesel noise...but the ACTUAL costs associated with making diesels cleaner are all tied to reducing NOX levels, which is where EGR comes in to reduce combustion temperatures to lessen the formation of NOX.

At least from my understanding from all the engine classes I've been through over the years.

As far as deletes, thankfully I don't get into them in tractors, but I can tell you for certain that a fair percentage of pickups get done under warranty with ZERO issues happening because people are scared of a big repair bill from dealers who get paid to load the parts cannon and shoot it at customer repairs. I've heard the discussions at my parts counter...

Now, Semi tractors do have a fair amount of issues, mostly caused by the conditions they operate in. Emissions equipped equipment DO NOT like to idle...investigate the number of emissions related issues on combines versus ANY other piece of equipment...and you'll find combines as a whole have FAR fewer emission issues than anything else. They never idle really. Trucks sitting in parking lots overnight are a NIGHTMARE for emissions problems, so absolutely they get ripped off of them.

Oh, and not trying to pick on you for what you said, just quoting your thought for reference. I 100% agree with what you said with the small exception on the delete aspect. Some like to delete perfectly functioning equipment just because...I don't get it.
