different motor companies use different finishes and or material on rotor and stator. if they're bare steel with tight tolerances yes sitting on a concrete floor they are more likely to oxidize and go tight. we sell em and some odd ones sit a long time either ordered by mistake or ordered and not sold. none sit on floor , haven't had a problem with them ,recently looked at a group of 5,7.5 and 10 hp single phase motors sitting on a concrete floor in a machine storage shed a farmer accumulated over years of deleting silos and other things ,worked when placed there , about 2/3 were tight now . I'm thinking temp swings and concrete dampness in extreme condition weather will give u problems , at least get motors on a pallet
