Money/upfront capital. Very few companies with long enough time horizons to see a project through. The permitting would be an issue that could be overcome if the payback was quicker/initial outlay less.

If you have time to watch, one of the best laid out presentations on the economics of nuclear. Wouldn't think the relative economics have changed much from 6 years ago.

Edit: I am not familiar with the cost difference on small modular type reactors. They may have better economics, but one would think they would still require large initial capital outlays as "cheap construction costs" and nuclear don't work well together.
