Central ND | Steel walls....... that's the issue most likely. The interference signal inside the steel is likely stronger than the signal that is trying to penetrate the steel walls.
I wonder if attaching a piece of ungrounded steel or few inches of simple wire through the wall to the antenna circuit would make it work? Magnetic base from a short antenna?
