Why do you assume that someone taking on an EQIP contract is automatically a bad farmer? Yeah I've seen some farms take on EQIP and do the bare minimum to get the payment and revert back to their old ways once the contract was done, but I've seen far more farms invest those dollars into a long-term strategy that helps minimize offsite nutrient losses and lower their carbon footprint. Often times the money is used to invest in technology or practices that the size and scale of the farm could not otherwise bear. If you really want to stop helping bad farmers fundamental changes to federally subsidized crop insurance and ad-hoc payments such as ECAP and now the bridge payment would be a much better place to start.


The best place to start would be to quit all of the above. The meaning of what I am saying is we shouldn't be paying farmers to do what a good farmer would already be doing and we shouldn't be paying farmers to do unprofitable things either.
