Don't forget all the .com's under Clinton,as well. I met a guy in the late 1990's that had made over 100 million as a first time investor in dozens of .com startups. 

It's not amazing that Clinton balanced the budget, really. I remember the right constantly gnashing their teeth about lack of military spending, though. So it's not surprising that Bush took every opportunity to send it through the ceiling.
