Durant EC Iowa | You most certainly can berm up your land to keep water flowing down a natural flow direction. I. E. not block the flow but keep it off other parts of your fields.
I would say what your neighbor is doing by crp grass blocking the normal water flow is more of the issue. Same principle with levies along Mississippi River.
