Constitutional arguments are not allowing due process to impacted landowners and special legislation that passed that gave GBE the right of eminent domain without that process. #2 is questioning if Invenergy has financial backing and customers that have agreed to take power . Past administration thought the DOE and taxpayers would buy the power.
