Johnson grass is hard to kill in the spring when it emerges from dormancy. When you spray it too early with glyphosate, it just burns it off and it comes right back. A late post application of glyphosate is your best option.You need to let it get18 to 24 inches high minimum before you try to spray it. You need a two pass program
