23 p/s/y farrowing outdoors would be impressive but still a far cry from 30+ of confinement production.

Financially, even with less overhead, there's no way the outdoor production could compete without selling their product for a substantial premium.  

Even older paid for confinements have trouble competing (with newer ones) if they don't produce close to the top.

That 23p/s/y was in 1999.

Remember, no concrete, no electricity, less disease risk and no slurry issues. I assume you have the boom/bust pig cycle in the USA too. There's less capital tied up with outdoor pigs
