If cell phones were not I.D. locked, theft would be a major problem. Unlike landlines, cell phones are portable AND already have pre-pay going forward. Without that "locked" feature, cell phones would be the single biggest theft target.
There are two separate "locked" features concerning cell phones.
(1) Is having the ACCESS code to open it, the (2) is the SIM card: " locked" meaning only functions on AT&T, or Verizon- or such, or " unlocked" which allows you to "migrate" between carriers- including local SIM cards in foreign countries.
