Simple, they are not cover crops!
Correct installation as in precision grade control as AGB mentioned virtually eliminated plugged tile because no water is sitting in the tile. Sugar beets used to plug tile then the laser controlled tile machine showed up to save the day in the late 1960's to early 1970's and suddenly the problem stated to go away. When the non-laser controlled tile machine used a series of 2 targets and a gun sight on the tile machine to manually follow grade , thundering along at up to 25 feet per minute and the operator having to sometimes kneel on the platform to get all 3 lined up, mistakes even if minor, occurred. Those minor dips in the tile invited roots of all sorts to stop by for a drink. SCS refused to allow tap tees in cost shared tile because they believed that the ears on the tap tee could snag dead roots and cause a blockage to happen.
