NW Washington | Those holes may the work of a Sap Sucker bird, a type of woodpecker that puts a hole in the bark to get at the sap, which should be running now.
Sapsuckers have been doing this for thousands of years and I don't think they are hurting tree very much. Tapping it for syrup does more damage and takes a lot of sap.
Now the Asian longhorn beetles and emerald ash borers are nasty invasive species that are killing a lot of trees.
