There are some plant materials that are approved in Germany, and Europe, for medical use under a federal program called "Commission E". This was a clinical review identifying combination of positive evidence and no indications of negative affects. In the USA supplements(herbals and other substances) are not regulated by the FDA and are not allowed to advertise medical use unless having supporting clinical results reviewed by FDA. The NIH had/has an Alternative Medicine program that looked at and funded clinical studies for all kinds of unconventional medicines and therapies. One important fact came out in the clinical study for St. John's Wort for antidepression which showed that it works for mild depression but has a dangerous contraindication in that it affects the half lives for some other drugs that patients may be taking which throws off effectivess and/or safety.

Add - I forgot to mention that supplement companies have no incentive to undergo regulation as long as their products sell with high margins. Likewise pharmaceutical companies have no incentive to go after supplements that have likely "known" drug properties when there is no clear avenue to patent the medicines.
