You see the poop bags in cities with horse drawn carraiges so it is doable.
I think I can see why the Richmond area let it go. After a while, you'll be fined for any "droppage" on the roads.
Uh, oh! What if you're going somewhere and have one of those urinary emergencies and stop along the road. Now could you be fined?
