I would agree with this one. Primo CL or Preside CL will give you, in effect, a 4x rate of rhizobia on the seed but an additional sticky peat product can improve results for only a little more. Some products mentioned here have had difficulty, especially on virgin ground due to poor distribution on the seed.

Potential issues from your previous experience:

1) Carry over nitrogen from the wheat will mask the signal from the rhizobia and prevent the soybean from forming nodules;
2) If the bags of liquid inoculant were exposed to sunlight for much time, it can kill the rhizobia; and,
3) If the bags of inoculant or seed got too hot (>80 F) the bacteria can die.

Lastly, if the liquid was second year of a two year product, it could have been bad due to improper storage from the previous season.

Not saying that any of this is the cause but are things that can lead to non-performance with inoculants.
