They'd have to be made out of pretty heavy paper. I think the rule says the sUAV must weigh MORE than 0.55 # in order to be registered.
I too have the feeling there are a LOT of unregistered drones. But, not a big deal. Seems that since the election there's very few "drone sightings" by airlines anymore. Though I'm sure someone can link something somewhere.
