The insurance group will dictate the covered services/benefits. The provider network will tell you which providers participate in that plan.
The state managed care plans, like Blue Plus (Delta Dental Civic Smiles) and Medica, have terrible reimbursement for the providers.....which means that there aren't many dentists that are going to participate in those plans.
