What kind of computer do you have? Mac's have a .PDF editor built-in. On PC, Adobe Acrobat DC costs a $15 / month subscription now, but it will let you edit them then. I've heard there are some other .PDF editors out there, but I've never used them. Is it possible you could digitize the form, fill it out on an iPad/smartphone/tablet, and then print it directly, skipping the scanning? Microsoft Word will let you do that.
