You could probably use Google sheets and set your own up pretty easy. You can allow anyone to view/edit one by just adding the email they use to log into google.
Google Sheets is what I use. You flag that sheet as "Available offline" on the phone too so you can make changes to it on your phone when you don't have cellular data and then it syncs your changes automatically when your phone gets back to the internet.
