West Central Wisconsin
I will go against the grain a bit here. I had a few areas on a new farm that needed to be ripped badly. Previous farmer was religious notill but allowed manure trucks on it when wet. First year could see all the track's. Couldn't get it ripped that fall. This spring I picked the best day I could and ripped it. Field was much better this year. Plan to rip it again when we get a dry fall. In my opinion if it needs to be ripped badly, do it this spring.
