The basic skills are similar to when you manually insert a link or image in a post here.
You need some 'webspace' which is a place to hold data on a remote compute which can be accessed by anyone with your URL web address.
You can create a functioning website on your own PC and view it using your regular browser, but no-one else can see it unless you install a kind of home server (somewhat risky).

A website is structured rather like folders on your computer, typically you enter by an index page and subsequently drill down into subfolders by clicking links on that page.
Once everything seems to function on your own PC you upload the complete folder to your webspace and you can then view it on the internet in much the same way.
 
In theory you could write a basic page entirely with Notepad or similar text editors, but there are plenty of free web editors available which make it easier to make more complex layouts.
Many hosting companies have their own templates and tools to make up a page without huge technical knowledge about the coding needed to actually make it work.

Making a basic page or two is a good project for a couple of winter evenings and a useful skill to learn, though nowadays a more practical option for many is using social media sites such as facebook or blogs!
