The price swings we get have nothing to do with our government telling everybody what the supply is. We get this swings because the supply of it is determined on a yearly bases. Also increase or decrease in demand create price swings. The $5 swing you are referring to was based on growing demand while shrinking supplies. Actually I would say the government projecting supplies actually keeps the volatility lower.
