Two speed covered above, if single speed, look at how far the belt is moving in the variable pulleys top and bottom, sounds like your low speed is right on, high speed the top pulley should have the belt near the outside of diameter, bottom pulley should have belt several inches in from outside. If not there are many things that could be wrong, top pulley has internal hydraulic cylinder to move it, could be problems inside with several components, bottom pulley same way but no cylinder just a big heavy dangerous spring. Also adjustment of location of bottom pulley assembly will affect effective belt length and how far it can travel, really need to study the owners manual. Lastly the dash tach can be wrong, need to check at the actual cylinder shaft with a photo tach,(and just because the dial goes to 1500 doesn't mean you should get that fast, 1000 is probably all you would ever need)
