I would add a few other restrictions.

I can go along with your idea of 500 acres getting assistance.

So lets just say a farmer gets crop insurance assistance on his first 500 acres.

Now to keep environmentalists happy and in order to get something passed lets say in order to be eligible for assistance you need to have a plan on file to leave 75-100 residue cover. So you need to basically no till.

Lets also admit that the reason we have over production (debatable but that is why we are thinking about something because prices are low) is that land has come into production over the last 15 or so years. Assistance is only available on acres that were part of a acreage base in the 1996 farm bill.

Like the idea of draconian ways to prevent cheating.
