| This is my common sense proposal.. it attacks the excess surplus at the root of the problem.. ya'll next to the river probably do not have LDP's and hence your counties would not qualify.. so it doesn't remove bushels from exports..
If the merchants claim that this will reduce their intake for next year.. then up their basis or move out inventory so their territory doesn't trigger an LDP.. "move it or lose it."
puts a little sweat into their motivations.. ditto the railroads etc..
Once you plug the system.. then this kicks in. It probably will not have to happen much.. I actually believe my 2 myn acre example is high.. maybe 500,000 acres max over a year or two would do it.. we're already losing wheat acres to pasture.. alfalfa.. feed etc... graze out.
Flip side the current system without this adjustment can SEIZE UP.. and lock into a perpetual over production.. right now we're waiting on weather.. and maybe La Nina solves it.. maybe not...???
