Here's what I do when the picture was taken with the iPhone but I want to put it in a post that I'm typing on the computer. I would think the same procedure should work with an iPad.

I connect the iPhone to the computer with the USB to Lightning charging cable. In windows, the iPhone will show up as a new disk drive. I click on that and follow my way down through the folders within the DCIM folder. The pictures are within folders there. This depends somewhat on what version of firmware you have on the iDevice. I jot down the name of the pics I want to post.

After typing my post on the computer I click on the upload pictures towards the bottom and search for the picture(s) I want on the iPhone. I select them one by one and uploading takes place. I click on the "I'm done uploading" and my pictures appear with my post.

This would be very similar to uploading a picture that is already on the computer but uses the iPhone as another drive.
