While you're busy marking spam on your email programs, the internet service providers are busy battling spam in their own ways.

Your ISP is constantly monitoring QUANTITY of e-mails being sent and received. If one of their IP addresses is seen sending over XXX e-mails per hour, they take that IP address off-line. However, they do not (as a general rule) reach out and contact the person with that IP addy. In stead, they wait for the offender to contact them about why their internet doesn't work.

It behooves the ISP to police their system for spammers, as other ISP's can "black-list" their IP address(es) if the receiving ISP is flooded with spam as well. The black-list is a fluid, live, constantly changing list of IP addresses. ISP's do not want to be black-listed, as sometimes such affects the entire domain (in the case of a company-run ISP), blocking legitimate e-mails. Having to answer why someone's legit e-mails are bouncing back is embarrassing to the network IT department.

Here is one of several ways to check to see if your ISP has blocked IP addy's due to spam.
