Subject: Longterm cover crop question

Have been building terraces, in the long term water ways the dirt is completely different in structure and color than 15 feet away. And it can not be just no till, as the fields have been no tilled for 15 years. Will cover crops bring the positive change to the soil that the long term sod/water way shows and how long do you think it will take to get there?

Using cereal rye on corn going to beans and planning on hairy vetch and berseem clover beans going to corn. Want to eliminate to rye/nitrogen/ alieopathic affects of rye on corn. Any suggestions would help.
