Subject: Cover crop seeding question

I have read several posts where people broadcast cover crop seed and then use a Phillips harrow or Diamond harrow to get better seed to soil contact, but with less than desirable results. Having watched videos of vertical tillage I was wondering if anyone has used, for example, the rolling star wheels with a rolling harrow, say off a Krause Excelerator. I am 100% no till and not looking, at this time, for Vertcal tillage. I use a no till drill which produces a good cover crop stand. I am looking for a faster one trip method for cover crops. I was thinking a two method approach would lessen the amount of seed falling on top of residue.

Has anyone tried using a Phillips harrow making two passes?

I can not tell in this video, for example, how without the two vertical tillage gangs and just the rolling star wheels and the rolling harrow would work.
