Yes all related to what is 'normal' weather where you usually reside.
We like to visit Bermuda in late February or early March. When we get a day that temp is only 18 or 19 we walk around in a light jacket and natives are all bundled up, gloves, toques heavy coats.
Of course we left -20 to visit and arrived in +20 weather while they remember yesterdays weather of 24C
