If you are the primary source of the pdf, then Microsoft Office does a reasonable job of creating pdf files from any of their programs. Often, Powerpoint can do a nice job of page layout, or you can go to the more expensive versions of Office and get Publisher which works with multiple page flyers and such.

If you need to be able to receive a pdf and edit it (or create advance things like editable forms), then I'm not up to speed on what to use. Adobe Acrobat is the gold standard, but they price it that way as well.
