I think it could (note the use of could here please) be made to work.

There are a lot of different types and grades of coal. There are a lot of different types and grades of steel.

One has a real futures market and the other doesn't.

There are a lot of different grades of wheat and there are defined differences between them.

I'm not sure if a real commodity trading system could be made to work.

A different argument is: should it be done?

IMO no - - - look at the garbage that the feeder market is, the fat cattle market is, that the hog market is (are there any independent producers left in your area) and I'm sure there are other serious disconnects out there and also have been too.
