Western-Central Lower Michigan | I have ATT DSL and voice on the same copper wire in my home. Have the filters too. If you are missing a filter, it wont work very well.
Here, I get 15meg down, and almost 1meg upload. Yes, I live just a mile from the telephone office (means less loss and good speeds)
Your best bet is to complain to your Phone Co. Usually they have a special "repair NR for DSL).
My service has only had a couple outages, and they were from "upstream" not the copper wires.
