I think you are correct Supa, it is not a gaff as the definition describes a 'gaff'

It does have a flat to chisel end on it and I took the time to measure that flat edge and it is almost 3/4 of an inch wide.

i could not figure out what would go into the hollow end and stay there but Don may have the best answer for that with a wooden handle driven in.
However if it is used like a hook to pull on something it would be hard to keep a wooden handle in it with not means of holding it.

Prying might be a better purpose and a handle could be inserted for more leverage without pulling out but I really do not understand why an ordinary wrecking bar would not work better so am still thinking there was some other purpose for it and with a part number on it would make me think it might have been used in a machine of some kind.

Will have to hang it up as a conversation piece.
